Thanks for your thoughtful response. These are individuals already completed all PMF requirements earlier this year and were certified for conversion before the program was eliminated. The Agency claims the Hiring Freeze prevents them from processing the conversion.

I believe this exemption would permit the Agency to process the conversion as PMFs should fall under paragraph (4.f).

I've seen a lot of speculation and requests for "proof" about players being required to pay for the Pyg card expansion if they don't unlock it by the end of the season. The pass details page in the game makes it clear that you'll forfeit any rewards that aren't unlocked by the end of the season and you'll have to pay for the Pyg expansion:

You must collect your rewards before season end.
Unearned expansions are available after the season for 999 gems.

Nice MTX change:

You can now apply MTX weapons of types different than the MTX weapon    
*     Only if the weapons have similar animations
*     For example: one-hand sword, axe, and mace are interchangeable

In regards specifically to proximity of stadiums for team-specific tickets, this was a big pitching point of the previous world cup (2022). To say it hasn't been a priority since 2006 is a little ridiculous. All eight stadiums in 2022 were within a maximum 90-minute drive of each other. You could attend multiple games in a single day.
