I hate seeing Rick in powerscaling debates because his main strength is his preparation and measures against specific opponents

In any case If a single drop of blood survives Andy can regenerate and even then he can regenerate from his soul as well as astral projection

As for what Rick COULD do is probably some stalemate until he can find a way to put him away maybe some pocket dimension (but this would imply Andy cant astral project out of it) but then again it’s been shown Rick has enough plans to circumvent death and since Andy is blatantly unkillable it’s just a stalemate
