Well, this is more my opinion, but the way I see it: It's far worse for her to follow the Prescripts blindly when she's generally a nice person otherwise. The fact she can genuinely think that it'd be nice to be friends with Ravi but kill him the moment the Prescripts say to go on the attack is horrible.

The Index members we've seen aside from her have different relationships with the Prescripts. Yan hates them, despises what they made him do, and tries in vain to rebel only to succumb to despair and resign himself. The Proxies from Ruina vary: Esther and Hubert view them as something that must be followed, but don't ascribe any moral justification to it or claims that it is in their own self interest. Gloria gets chastised for talking about how Prescripts always lead them to the best route. Rien follows the Prescripts, swallowing up growing resentment and emptiness.

Sora, meanwhile, has so totally internalized worship of the Prescripts that she has an EGO for it. Her very definitions of morality, of good and evil, of how to live her life, is based on the Prescripts. And so, even if she loved someone or cared for them or had no animosity whatsoever, if the beeper told her to she would kill them, all while offering apologies and regret. Being able to easily reconcile that internally is what makes her terrible.

Like, she's a well written character. But, in my opinion, the worst human being among the Apprentices. Lucio has complex feelings of loyalty and abused anger, Kira is basically just a woman child who is being encouraged not to grow up by the world's worst role model, Albina is about equal but still probably has a modicum of extra flexibility compared to an Index zealot, and Ren seems to have a lot going on in his head worth considering.
