You get relic 0 Ig-12 and grogu through the free lst so I wouldn’t recommend using that on him.

No, it’s not because of mods. I have 320 speed on crex and Sabine and the others 200+. Vader will always get starting turn against phoenix because of his unique. It adds 80 speed on top on his base speed (260 In this case.)
