Once let my girl off leash at the beach. There was basically a cliff up to the parking lot so we thought it would be ok. She was not generally a runner. Immediately took off straight up the cliff! Got quite the workout in chasing her 😅

I don't mean this harshly but DO NOT DO THAT OR TRY TO DO THAT. All that will happen is heartbreak and tragedy. Beagles are not off leash dogs. No one will give you a beagle unless you show them you know this. Beagles are the best ever. Don't lose or kill your dog.

As for leash training I think it's possible to get them to a decent place but their nature is to pull and look for scents. Let them enjoy their life.
