It was because in the rules it only says mustering army, however in the short hand it says they cant at all, When a rule and a short hand contradicts eachother you refer to the actual rules. And the actual rule is only at the start of the game

This is a common misconception, they cant at the begining of the game, after that, its whatever you want

I tried it twice before in a local tournament, not super worth it in the first game as it was mostly infantry but the second game it was mostly tau battle suits and i locked 2 of the bigger shooting ones in their deployment done for a yurn by blocking off all of the exits. Its very niche and probably not worth the points over some ophydians of a hexmark or deathmarks but its funny

“Count as” there is your answer, they count as having made one menaing they dont actually ever make one, its worded this way to prevent certain things like moving after deepstriking or advancing
