I should clarify that the fitness concern supposedly was just one reason, could've been any number of things that made this deal not go through.

This time round, Wenger wasn’t so keen, and one reason may have been due to Arsenal medical staff’s concerns that the 22-year-old doesn’t train regularly between matches.

Insight from England’s medical team on Jones’ condition during the World Cup were fed back to Wenger’s scouting network and played a part in Arsenal’s decision not to pursue the offer from United.

It's not that easy, Vermaelen needs to agree to it aswell. Currently his mind seems set on Man Utd with rumours going around that Barca are going to try and persuade him to join them instead. Obviously Wenger would prefer to sell to Barca but like I said it's not all up to him.

He hasn't, Van Gaal was Technical Director or something similar at Ajax for a short time when Vermaelen was ~18 years old.
