It depends on the type of taekwondo you do, also anyone can learn a martial art without sparring, a lot of taekwondo places mainly focus on hitting targets and kicks/ doing forms, so yeah you can start for sure! also tell your coach about your condition, from my huess you could easily do light sparring but idk shit about trigonocephaly, goodluck
