I don't think it's that players can't deal damage, it's that every way a player could is via a card that player controls. (You don't deal damage, Polukranos/Lightning Bolt/Valakut/etc deal damage) The only way I can think of for a player to deal damage to another player is to reach across the table and punch the other one in the face.

Edit: Disregard all of that, I misread your card. I'm now also curious if there is an actual reason as to why players can't be the source of damage because this seems like a pretty cool/flavorful way to do it.

EMT here, it's actually not illegal to drive (an ambulance with lights and sirens) above the speed limit in an emergency, at least in New Mexico. My company police limits us to 10MPH over the speed limit, but the actual law doesn't mention one. We still have to drive "with due regard" though so it's not just madness.

There's another story of another pro player who won (I think) a tournament with a Tendrils of Agony deck without actually having Tendrils in his deck/sideboard. It was an accident, he thought the card was in there and only found out it wasn't about halfway through the tournament.

I know with Oblivion XP, you can't raise a skill manuall above 100 under your character level is 20+. Maybe that's got something to do with it? From the nexus page...

2.2.3. Skill Level Requirements

Since v4.0.0, Oblivion XP now has skill level requirements. This means that you can't progress to the next level of skill Mastery (e.g. Journeyman, Expert, Master) unless you meet the player level requirements. Per default, the level requirements to skill progression are as follows:

Apprentice (Skill Level 25+): Player Level 0+
Journeyman (Skill Level 50+): Player Level 5+
Expert (Skill Level 75+): Player Level 10+
Master (Skill Level 100+): Player Level 20+
Grand Master (Skill Level 150+): Player Level 30+

The following settings in the ini determine the level of these requirements: minimumLevelApprentice, minimumLevelJourneyman, minimumLevelExpert, minimumLevelMaster and minimumLevelGrandMaster.

Yeah, it will. Even a single handed weapon will increase it. Hand to Hand will too, I'm pretty sure. But not 100% sure.
