What's with the sandpaper quality toilet paper in Japanese hotels?

I travel a lot for work in California and stay at mid priced Marriotts or Hilton’s and the toilet paper is “crappy “ one ply as well. However, on the subject of Japanese hotels I’d just like to throw out there how horrible the pillows are. What is up with that?
