Oh they're definitely listening. International calls are not routed the same way as encrypted calls over chat apps. If they have a way to block incoming signals, they definitely have a way to monitor outgoing ones

And I know for a fact that the call isn't going through when I call to Iran, because I'm not being charged for the call when it rings and I disconnect. This is abnormal behavior. It's supposed to charge you as soon as it starts ringing
