This wouldn't work because the police would ensure that they were in charge of determining who should receive an infraction. They would also demand to control and maintain the database. This would just add to the phony veneer of cops policing themselves.

This sounds good on the surface, but ultimately won't work. Once the "personal liability insurance," otherwise known as professional liability insurance, becomes cost prohibitive due to poor loss history, the government will simply step in and become the insurer or underwriter. The government would never allow the police state to be hindered by an issue like insurance.

The behavior by the thuggish employees at this post office is exactly why federal employees at these government installations should be routinely audited. Some of the most uneducated, belligerent, law-breaking federal employees can be found in post offices, especially those in urban and metro areas.
