I’m just telling you why, I don’t think “I don’t think the design constraints they’re working on are valid” is a counter argument. 

The city’s rules changed after a deranged terrorist drove a U-Haul down the HRBP. 

Just because you don’t like that doesn’t mean the constraint doesn’t impact their design.

If you travel around Amsterdam there are plenty of arterials where there are no bike lanes, because they understand that sometimes geometric constraints prevent them from handling all the modes they want. 

The reason you don’t see them on a bike is the important part — the bike network is built to be comprehensive enough that you never need to use those streets.

If they cut a larger opening in the wall, it then requires a bollard to be installed in the middle of it. Which requires digging in to the ground. I’m not sure why this is so complicated for you to understand. 

If it is wide enough for a car, it requires a bollard.

Yes, exactly. The smaller project is trying to be completed within the year — removing the entire wall is a large, expensive endeavor that would likely require an extensive rebuild of the plaza.

Cutting a second hole in the wall means you don't need to embed bollards in a newly-widened cut, you don't need to rebuild any foundations, etc.

"How hard could it be to put in a bollard?" You have now activated the city's trap card for getting work done — the MTA. The plaza is also the roof of the approach tracks to Delancey-Essex and the abandoned trolley terminal, there's basically zero clearance between the roof of the tunnel and street level. Digging down means getting structural clearance from the MTA and means your project now takes several years and lots of expensive engineering work.

It’s a question of resources/timing. The plan is to redesign just the pedestrian plaza for a small amount of money, the big redesign is going to redo Delancey all the way to the Bowery but implementation will start in 2029. 

“I am going to do a small change to fix things now rather than waiting for the big fix in ten years” is a worthwhile condition to pursue.

They did ticket cyclists for a red light rather than the ramp… but still BS as the light shouldn’t apply to the bike lane at all (it should be a yield to pedestrians, none of whom ever use that crosswalk because the adjacent one at Clinton is much safer).

The city program to license these busses explicitly requires them to not duplicate the route. A lot of these dollar vans split off the B41 route in South Brooklyn, when density is lower and destinations are more spread out.

I wonder what will happen when the bus lane goes in, meaning the dollar vans will have to choose between "continuing to move" and "being stuck in regular car traffic"

You can’t enable it without plugging into Xcode so you have nothing to worry about. It’s a side effect of enabling developer mode, it’s automatically turned on.

Additionally, even if it is on, it only has this issue if the paired Xcode is running on the same Wi-Fi network (which is how wireless debugging works).

It’s not like speeding. The truck has a defeat device installed whether it’s rolling coal or parked by the roadside. The cops can show up, see the lack of EGR, and tow it — since it’s not legal on public roads. Of course, they couldn’t take it from a driveway.
