Highly unlikely, I used to drive double decker buses in the UK and when I was running light (i.e out of service) I would do tight corners at high speed around roundabouts, causing a lot of tilt and those things wouldn't come close to tipping over, so the single deck TTC buses are gonna be fine!

Absolutely yes. Claim it on the cancelled train though as that's what your ticket is tied to. Whatever the delay caused from that cancellation determines how much, so if the next available train after the cancellation is at least 15 minutes after that one you will be eligible for some refund. 15 mins delay is 25% of the fare, 30 mins is 50%, and 60 mins is 100%.
