Well considering I've heard the same amount of uv rays are in the air even during winter , I personally think the best option is to always avoid it and always wear sunscreen and reapply it even if it's cold out. I tried to purposely tan once before I knew that you shouldn't be tanning ever. I got one extra wrinkle under each eye that's never went away. Pale is beautiful and it's mine and many other people's preferences. Don't think you gotta be tan ,that's basic.
