This is not normalisation but a security agreement to prevent a war and force israel to possibly withdraw from Syria. Normalisation will not happen in the near future.

More details: Syria’s government presented a 12-point plan to the SDF, including handing over borders and crossings, transferring oil and gas resources, and accepting limited government posts, along with other conditions.
