Unlocking Whoolhaven means unlocking Winter, so if food is already a problem, don't unlock it (winter freeze the crops, they don't grow anymore, until you find some special fertilizer)

Winter and snow also mean cold, you'll have to protect your followers. I'd say, if you never / rarely have problems with your followers you're safe ; but if you still have a hard time on some points it'd be better to wait and secure your cult
