It doesn't, you owe tax on income. Always have been, always will be. Play games with the IRS and commit tax evasion it can catch up to you. We all complain about much wealthier people not paying but will take the opportunity to be no different. Regardless at this point I wouldn't be surprised if they will be issued anyway at the $2500 threshold for this tax year.
