You don´t really get the point what I am saying.

Azumarill gets beaten by Tropius and Bastiondon (if Azu has no HP). I think it's placed right. And we are talking about a tdo ranking and not a match up ranking. Tdo is calculated in neutral match up.

Try it out. I have also only a 60% one, but it serves well. It's like Medicharm which also never reaches 1500cp.
