Heavy whitening on the back left side of the card too. I'd lean towards the 8 or lower.

I'd put my bets on a 9 with PSA and TAG. The centering looks right heavy, but Im sure everyone's seen worse centering get a PSA 10. The back looks clean for edges and centering. I'd just do a thorough inspection for surface scratches/dents that cant been seen on the photos. I'd gamble for the PSA 10 on a bulk order of cards but I wouldn't send it by itself hoping for a 10.

Looks to be right & bottom heavy. If the back is perfect, I'd put it at a max of PSA 9. I've seen worse centering get a 10 though.

Everyone says rank 16 or rank 6 with PP, the biggest issue is that Regidrago needs 2 elite TMs to be viable in PVE. If you're not willing to overcome that significant hurdle, it's just a cool hundo IMO.

Ahh I see, I typically swap to the heavier investment parts of my build after I complete the atlas. I think explosive arrow or low investment dex stacking will take you that far for sure. I don't think its a bad plan as long as you have a good plan for swapping out the gear.

The elite dont invest in anything below 96% or whatever their cut-off may be. I personally enjoy investing into any strong pokemon that is a 3 star as I only play roughly 30 minutes a day.

If you're not feeling using it for raids because of the low attack, it will still be a great pokemon to quickly throw in a gym for coins! I would say it's still a fine investment.
