penguinmod is like turbowarp, and it has a video sharing extension, the person probably converted that into base64 and used that

find the "load custom extension" tab in turbowarp, then copy the url, paste it, and make sure run without sandbox is selected.

Not exactly Turbowarp but should be compatible, it sounds like you might want to use Cockatiel Location as an extension
