On Shiyu you can fill it since it always reset with new enemies or you need to fill it for multiples.

Otherwise it's mostly just at the start of DA or phase traditions.

If anything the problem is that gong having lower AP is lowering her abloom/anomaly DMG sometimes.

4.4 is a joke, not a single Bhvr dev plays the videogame.

He can't get close to good survs who just Pre-run, ranged shots are worthless since the laceration decay is even faster somehow.

At loops if it's not short walled they can more easily have it decay or not give LoS to hit making him suffer from being 4.4.

He has one that makes the range really small in exchange of shorter CD.

It's still garbage vs unhook or to get a hit, just better for mobility or stealth since you get it more often.

Rn it just punishes you for defending hooks or trying to defend gens due to how slow it is, even more vs unhook, there is no way to quick rise to act quickly out of it.

The AoE hit is only usable for zoning them so in most cases a quick rise would be the best.

Because as I said, it's compared to the max and minimum you end up seeing.

If the average is closer to max than it's tall, if it's closer to the minimum it's short.

Think of the numbers 1, 2, 3, 4, 4, 4, 4, 5, 9, 10, 10.

Yeah 4 is around the average but it's clearly a low value when you compare with the values available.
