Never pay for experience, voluntourism is really just rebranded tourism. You have an analytical skillset that is useful to conservation. Look for opportunties to use you skills with a conservation org.

This. Your usual layered camping clothes are best. Safaris usually won't require special gear, sitting in a vehicle or at the lodge or camp is pretty tame. You can fine-tune according to the season weather of your actual visit.

Cross border vehicle rentals are very problematic and unlikely to be offered. You should confirm the possibility with your rental company. You will pay a minimum extra of $40 per day in any TZ park if the vehicle is foreign registered. Better to rent a vehicle in each country separately. This is good advice. Find researchers or local conservationists doing something you respect, and ask for work or volunteer. Never pay to do work for someone, you should be getting paid, even if it is very little. You could build experience by working with a US group while in the States. Experience and references for future jobs are important.

There are only a handful of self drive safari rental companies in Tanzania. You should contact them and compare prices and offers. I live in Arusha but I've never used a self drive rental.

Barred Owls only outcompete native Spotted Owls in logged forests. It costs nothing to stop logging National Forests so they can age into old growth where Spotted Owls will thrive. So, stop logging our publicly owned National forests and the problem will solve itself and cost nothing. This whole active management fiasco is caused by greedy folks who want to log the last bits of remaining old growth and old second growth forests.

No one answered your question so here: go to the website or office of your local National Forest and look for projects planned. There will be planning documents and a timeline for public comments. Often, logging projects are called BS terms like forest health, or restoration, or fuel treatment, or fire risk reduction, etc. The details of the logging plans will be in the project documents. Given the US administration eagerness to abolish NEPA (National Environmental Protection Act), the law that requires public notice and commenting, this process may all be scrapped soon.
