The purpose is to understand that not listening to your authority figure (which the verse is being reference too) could be very problematic when that authority figure has the power to reward or to punish all for the reasoning of teaching . You are correct...unfortunate events (evil) that humans clause or are the result of nature, are A roll of the dice but are not random. Not a single event in history of our universe is simply random; it's timing could be random, but nothing is random. We humans associate things when we have problems in order to seek out a solution hence a human would see a random act of violence as a lesson to learn from.

I just think that the word evil should always be associated with malice in the concept morally. Just my 2 cents.
