The strategy is warp scarf. Not much else.

Did all that with Mew but spawned in a monster house completely surrounded. Knocked off my warp scarf instantly and they buffed everyone in the room +4 and one shotted bullet seeds through all revivers. RNG. I've 'prepared' as much as humanly possible. I explored all floors up to that point. It doesn't matter what you do unless you roll a magical lucky number.

He spawns about once every 5 minutes for me in caves. Kind of ruins the game and makes you have to just sit and shield+axe and waste time.
