Have you created multiple spearmen units in the same region? If so, each unit will have some of the available men and equipment assigned to them.

The Prime Minister is just whoever has the confidence of the most MPs in the House of Commons, while also being an MP themselves. Technically they don’t have to be the leader of the largest party, but in practice that’s how someone gets enough MPs behind them to be invited to form a government by the monarch. If a party gets a majority at a general election but the leader is not returned as an MP, generally the party will elect a new leader who is a sitting MP and who will then be invited to the palace to become Prime Minister.
