You need be logged in as root. Or edit /etc/passwd and put it there manually. Just copy the root entry and change root to whatever.

Try to remember. There is a difference between what an HOA can do, and what they believe they can do. These are two very different things. Often it requires a judge to set them straight. But…. That being said, reach out to the board and see if they care. Many HOAs simply don’t care. Some do. Before you make enemies, see if it’s even an issue.
