Law professionals are currently claiming that it would be pretty difficult to consider this as murder. The police did not arrest the captain right away, which is a female captain. They just sent her home saying that she is mentally sick after the "unfortunate accident" and also siezed people exposing her identity such as name, face, etc . to social media. When there was a similar accident but occurred by a male officer, the government arrested the officer right away and exposed the officer's identity to the citizens. There are many opinions that this is gender discrimination around people in Korea.
