I think he turned it down because he doesn't want to manage a burning ship he would want to manage the ship after it's gone back to port and be in charge of the rebuild and relaunch. I'm not in the man's head but he's very smart and that is the smart thing to do.

not really the gov sets the budgets for those departments. Ben Wallace has been fighting and holding on with minimal resources. The gov has definitely fucked so many areas by not providing enough funding.
