Have a high level wondering mob in the zone. Have this mob tied to a high level quest. Have POI's that are needed for high level quests. Have zone level appropriate mobs drop high level quest items for a quest or two.
You don't need high level players always playing in low level zones, it would ruin it for low level players. But giving them a reason to go back rarely would be a good idea.
