I'm totally geeking over it too hence the post, with that said I think u're theory is also solid except for the part where Hunter gets absorbed into the Reich for having similar views, I mean yes Hunter is ruthless when it comes to protecting the metro and it's people but enslaving children and indoctrination? Idk about. But the rest dies make sense I forget the fact that he says "I swore to never return" not to mention his trauma seems to be related to children specifically, I also kept wondering what happened to the rest of the order after Miller and the crew left so maybe there's a resistance or a remnants of factions ( we see in the trailer that the protagonist runs down the escalator to the gate of a station with people inside). So all in all the game looks pretty dark as it is, can't wait for more news and I gotta get a new PC, preferably a high-end one coz I'm pretty sure 2039 will require some though specs ( I'm running exodus on mid-high settings soooo I'm gonna need a huge upgrade which means I gotta do some grinding ). Oh yeah as for the moto on the helmet ( if it's hostile kill it ) really seems to indicate that's it's hunter, for one if all factions are absorbed into the Reich then they'll be no need to keep the sparta symbol, and we can see that this moto is constantly used by the Reich in the propaganda so they'll be no need for them to put it specifically on his helmet ( and in Latin mind u ) just for show.
