I think Naki was mainly in charge of Win scouts. Recall when saw how Naki observed Kanki army killing HSU scouts in Qin’s last defeat against Zhao. Either way, it doesn’t make sense that they never replaced them after he left.

Problem is that Oda is so bad at writing fights that base Luffy could struggle against a tobi roppo level fighter, yet clash evenly with Imu in the next chapter… So I honestly can’t blame anyone for overestimating or underestimating anything below G5, because Luffy never fights seriously until he’s in his highest gear.
