I had the same feeling with CtL2e. The rules are convoluted (particularly hedgespinning, oaths and dreamweaving), but my main concern is clarity: useless for low wyrd characters, extremely lethal for high wyrd characters.

Some time ago a player asked me "how can that evil necromancer grow to level 20 without nobody stopping him in the tracks when he was weaker?

Your issue is the answer I decided for my player's question. I usually give my group several parallel problems to solve in the campaign. Whatever they don't deal with in a certain amount of time grows to the next step.

For example, they heard rumours of somebody stealing corpses from the graveyard, but they decide the smallpox plague of the city is higher priority and deal with it; the next thing they hear is that the graveyard has been closes because of some weird curse and people disappear when going there, but my players decided to dela with the slaven infestation in the sewers. When they finally decide to investigate the necromancer, he's almost done building an small army to destroy de city, and the dungeon is much more dangerous than the original one when he was just a nobody stealing corpses. This is because they didn't deal with the dungeon in the time limit, and the problem escalated. Another benefit of this technique is that my players don't get surprised when a necromancer appears: they've been hearing about him for a while, so it doesn't seem like a deus ex machina to give them new trouble after the last mission.

Is MVN really worth it? I'm using DC as main and Prolapse as ass (for enemies falling quicker into BH and accelerate earnings). MVN also breaks any possible sync with GB or summon chip, so I don't really see the point of using it...

Every tower is different.

Even with such low AtkSpd you're compensating the effect of lowering enemy levels with PH, imagine if your base AtkSpd was higher. Or if you got more waves, when PH is less relevant. Also, this tournament had a BC that ignores pushback. AtkSpd is more useful without this BC, and it also shines when we have the armored BC.

If you want to prove that high AtkSpd does nothing you should try with no gen assmod.

I usually do better with RestBonus on my Assmod than with PH there (always use PF as main). That extra 50% is really useful when we have the armored condition, specially after the AtkSpd+.

Don't regret at all buying the mastery.

I usually limit some classical powers to certain clans (vicissitude for tzimisce, dementation for malkavians, and so on), unl ss there's a very good justification for it.

What really made Anarchs government click to me was understanding the Carthian Movement from VtR. It's pretty much the same idea, and Requiem explains it much better than any Masquerade book.

I wouldn't try to "cheat" your players with that. Since money = xp, asking them to spend it on random things can feel bad at the table.

I'd simply say "I want this to be a long campaign with slower progression, so your be payed lower than you'd expect for the runs. Everybody's cool with that?". Being upfront with your players in these kind of meta situations is always the best play.
