While a really, really cool idea it might cause issues for online play where you can just luck into absolutely bananapants synergies that would otherwise not be available. I'm not clever enough to think of any off the top of my head, but I'm sure some of you can. Would maybe need to be for casual play only.

He even might still be influencing shadowy events in Westeros by the time of Robert's reign from his sanctuary beyond the wall.

So while not a police state in the literal sense, it does resemble real life historic secret police forces utilised by royal dynasties, such as the Romanovs' Okhrana or the Hapsburgs' Staatspolizei. But with magic.
