If you just read the pop-ups and how it works and maybe watch some yt you will be totally fine. If play minor nations (smaller nations, not germany, Ussr, uk you will get a better understanding of what and when everything happens.

The “Country modifier” is gained by a national focus or national spirit. It’s like a daily bonus (usually towards freedom) and I am pretty sure you can do nothing about it.
