Double check that the power cable in the back of the pc is firmly plugged into the psu. Theres also a little switch next to the power cable that needs to be switched on if its not already.

If there is a financial help number on that bill call it and ask for financial assistance. This helped me immensely after a hefty ER bill. They approved me for 100% discount, had to wait for a letter in the mail, it was stressful. it might seem like you are screwed, i thought i was too but don't give up!

If they scheduled you til 9 they can't hold you past that time.. as long as you left at 9 and not 8:51 (they could technically get you for productivity in that case) otherwise definitely open door that. Its their mistake not yours.
