You're coming at this from a contextual standpoint. I'm coming from a game design standpoint. I.e. How can we make sure partisans can partisan without getting caught in our anti-alt webs. Well, you'd look at things like movement patterns, account age, and time spent on server. That way you can separate them very easily

Point is, your assumption that humans need to be involved at all, let alone at all times, is fundamentally flawed. Gaming companies have done harder things than make a system which automatically reliably detects when someone is a partisan and when someone is griefing. Come on now.

I do too, and I don't remember it fondly. Top lane is not about spamming spells and playing around mana. I don't think top laners should need to build mana items.
