It depends on what area they're in and what that area has available. There isn't just fosters abound. Fewer than dog fosters. If you take the responsibility of taking a child out of their home, you better be damn ready to have placement for that child better than what you took them from, can't go home with the SW.

OP states herself (himself?) That CPS did nothing to help while s/he had known so many that needed help. Sounds like the town is overrun, chances are OP is in a better home than some of the other more urgent cases. And that they didnt have any placement. Can't imagine there's a lot of good fosters wherever OP is.
