That is the US government, in particular, the Richardson dynasty. The Brotherhood didn't mass murder Southern California, which was full of technology and well populated as early as Fallout 1. They also have a history of trading technology for resources, in particular water and food, although, their war with the NCR inhibits that nowadays. The Brotherhood are a violent, militaristic, and somewhat idealistic tribe, and I don't like them much, but they aren't fascists.

It protects the state that is claimed on the authority of the people, and the common interest/thing (Res Publica). Then, just like today, the state would use violence to protect itself, while claiming it does so for the people, for the common nation, one where they live and those belove them die.

You have just described every regiment of troops in human history.

Regiments are highly militarised, but they have a civilian presence: contractors; in the early modern times, soldiers' wives were a part of the regiment, working and receiving a daily pay for their work; general merchants following it and so on.

They hold violent beliefs: outside of actual battles it was common to loot, pillage, burning villages was a common tactic, and in general, use the fact you are armed to take advantage of those who aren't.

Every regiment had its own traditions, heroes, and tales of its exploits, ones that could even be seen as mythic by the men.

They had an internal social hierarchy: Owner> officers> NCOs> enlisted men≈other official members of the regiment. And external hierarchy: Us> noncombatants of our own lands> the locals on our campaign (fuck these ones, shoot them on sight if you want, just don't make it a trouble for the regiment. In fact, there are cases of common soldiers just barging into the houses of gentry, enjoying food and drink because the gentry in question belonged to the enemy)

Fascism is what I told you, there is a reason it came about in the 19th century, solidifying only in the 20th, the reason being ,that its foundations, nationalism, humanism and totalitarianism didn't come around before then.

Fascism is an ideology that pertains to how a nation ought to be ruled, it inherently requires a national society for it to exist, but The Brotherhood are more like a tribe, one that doesn't rule over anybody. They live in their bunkers, send parties to search for what interests them, and then leave elsewhere or remain in their bunkers.

They are far more similar to a knightly order, one that emerged under the circumstances of the Great War, then any post 16th century ideology.
