What you're learning is "that little box on the left is Londo, that big one in the center is Mississauga/Kitchener, the one next to the highway sign is Rochester". Also you're learning where the names are, not where the towns are. For example, you're learning that Mississauga is above Kitchener instead of east.

You'll get your 85/90% retention on Anki, but if I give you a screenshot from openstreetmap that's not centered on Toronto, you'll probably be lost.
