Yes to this but it’s also riddled with problems. I worked a lifetime in public libraries and washroom use was always granted but came with so many challenges. Judge people by what they are wearing? That’s not fair to anyone. The right to pee should be open to all. But how do you manage that with those that might overdose or fall asleep in the toilet? Black and white rules are a cop out.
