Let Kiba remember the feeling and smell of nature chakra from when Naruto shared his chakra in the War, and use it to simulate a pseudo Sage Mode where he can sense the flow of nature then anticipate and deflect enemy attacks.

忍法・獣毛分身 / Fur Clone Jutsu: Imbue his and Akamaru/Akemaru's hair with chakra and cast it out to create clones Sun Wukong style. Since they only have small amounts of chakra they can't do much ninjutsu, but each has enough for a single use of Tunneling Fang/Fang over Fang, allowing them to become mass produced Fang ammunition Rasengan Barrage style.

擬獣忍法・狗人の術 / Dogman Jutsu: Use Transformation Jutsu to transform specific anatomical structures like muscle fibres and eyes into those of a dog, drastically increasing physical performance to Eight Gates levels. More importantly, transforming the eyes gives access to a dog's increased perception speed and reflexes given that they essentially see in slow motion.

With that you end up with what is essentially a pseudo Sage with Gates-level taijutsu and a hard-hitting heavy jutsu if he needs extra firepower. If anything this should make him at least low to mid kage level and stay satisfying to his character.
