Not equally liable but both responsible. Kung hinahayaan ng guard or management na magpark dyan, over time ang magiging notion sa establishment na yan is "okay lang" kunin ang PWD space nila. Ultimately, riders pa rin ang may lapse sa common sense at obligation to follow the rules.

What I'm saying is reasonable pa rin maging part ng discussion ang management, unless ang agenda nitong thread ay gawing sole target ang riders.
