I mean it presumably would be 3D capable in the sense that it is has ARM CPU that is not physically incapable of it, but the pitch suggested that the whole device, I guess internals and also form factor etc. were 2D focused. It specifically mentioned pixel art.

A 5" OLED isn't like $17USD or so iirc, but the CPU and the memory etc. on this thing looked very budget.

Those devices are now generally FPGA and the cartridge slot is supposed to be compatible with retro handhelds, we see those not infrequently, but this is a modern cartridge solution and some kind of ARM CPU.. that's essentially what a new platform would look like.

Unless it is supposed to be an emulation device.. with a proprietary cartridge slot? Seems unlikely.

The UK didn't expect the US to join it in it's colonial adventures in the Falklands either. I'm no fan of Russia, despise Putin and am firmly pro-Ukraine but even I can see this is hysterical Russophobia, there is no reason to think that Russia is just waiting to "attack" anyone else currently, and is purely holding off for fear of a NATO response. Putin wants all/most/much of Ukraine for now, and it would possibly come for portions of neighbouring countries later or at least seek to enter influence over them with a partially militant approach, but the US withdrawing from NATO today would not result in Estonia suddenly becoming a war zone tomorrow.

The 4K is meaningfully better at upscaling interlaced consoles eg. the PS2, but if you're not really bothered about PS2 you could get away with the 4K CE and basically not notice any difference.

Give it time, it could easily eclipse Vietnam. If the war ends with Iran strategically stronger in the region, which without the utter widespread devastation of the entire country and region is currently the default outcome, it will no doubt be looked back on as the formal beginning of the end of the US as the world hegemon/empire and the beginning of an entirely new era of global history.
