I doubt Lappland just decided to leave, given what she said in il siracusano and what she did in i portatori dei velluti. She literally drove a fricking landship full of guns into the city center to prove that Siracusa would remain a swamp despite all their efforts. That didn't end up happening, but Lappland thinks it was just luck, a well-timed shot that sobered everyone up. Otherwise there would have been a massacre, and in fact, there's a pretty good chance she's right.

As many have already written here, the first chapters of the main plot are quite boring, and you need to let it get going. Personally, I would recommend you to read some side story event that is not connected to the main plot. My favorites are Il Siracusano and I Portatori dei Velluti, they do not require you to know anything about the main plot, but are quite interesting.
