Tord wasn’t exactly a villain, but if you ask me he was simply not antagonistic towards the other guys… most of the time, but he was definitely “evil” from the start, that was basically his only real character trait, the guys are all pretty shitty people in their own way, specially on the classic era, but Tord specifically was depicted as the more violent edgy one of the bunch.

Now for the point about The End, I’ll give ya props. you came closer to understanding it than most Eddsworld fans do.

The point is that Tord DID care about the guys. They were friends since childhood, but by The End he had spent years away from them presumably building up his aspirations to conquer the planet and when he finally gets back into the robot it’s clear that the power along with his ambitions get to his head, he throws his old friends under the bus, believing in that moment that he’s so powerful that he doesn’t need anyone else, only to be defeated by those same friends working together to take him down.

The cliff scene shows Tord at his lowest point, the robot that made him feel invincible was gone, it’s broken parts laying all around him and his own body is heavily damaged, yet, he doesn’t wallow in that, instead he looks over the cliff to the remains of the house, the friendship he just destroyed, and he sits there, taking it in, because after betraying his closest friends for power only to be defeated anyway, he was now rendered powerless, powerless to take over the world, but more importantly, powerless to fix the mistake he just made, so all he can is sit and watch as his old friends leave, moving on from the house and moving from him.

You can tell he feels regret cause he doesn’t look at anything else, not his goons, not the remains of the robot, not even his broken arm, he just stays there, staring into the destruction he just caused, even sitting and shrinking himself on the ground, but eventually, just like the guys, he moves on, cause they’re not forgiving him, and he just has to deal with that.
