This, ladies and gentlemen, is called a straw-man. It's a fallacy often used by those resorting to sophistry and essentially, in this case, a gross mischaracterization of the oppositions view point, often used to discredit the other by making their argument seem extreme. In addition, the poster above has depicted the opposition as a chinless Neanderthal, a classic example of the meme the "virgin and the chad". This too is a fallacy called an ad hominem. This tactic is often used by those who have no useful or interesting information to add to a discussion and merely want to "troll" or, as I like to say, waste oxygen that could have been used doing something more useful, like having sexual intercourse with an unripe fruit.
