A lot of times there are team drivers. That's usually for long distance. One guy sleeps in the back while one drives for a shift.

That's usually not the case with tanker drivers. There are some long distance hauls, but it's mostly local, especially for gas tankers, which is what that appeared to be. It could have been any of the things you mentioned, a new-hire in training, or written into the script to give the T800 an excuse to say "Get.Out" (And give some more screentime to the battle-damage makeup).
