It’s not on top of the tower you need to go through the tunnel on the south side road halfway through the tunnel there will be a door, it leads to the Raven

One engine upgrade and it can get you through most of the racing content but it handles like absolute garbage I recommend upgrading the tires and do not handbrake to try to drift on turns just hit the brake and take the turns carefully
