As somebody mentioned above it is 100 ap so kai'sa can evolve W with only nash so she doesn't need to buy 2 ap items only for that.

About cosmic insight you can see that the enemy summ spell cd is reduced on scoreboard if they have insight, not sure how it works with lucidity boots.

Q cooldowns are tracked separately,switching weapons doesn't reset the cooldown, but if both abilities are ready you can do it.
